Douglas M. Wolfberg

Doug Wolfberg is a founding partner of Page, Wolfberg & Wirth, and one of the best known EMS attorneys and consultants in the United States. Widely regarded as the nation’s leading EMS law firm, PWW represents private, public and non-profit EMS organizations, as well as billing companies, software manufacturers and others that serve the nation’s ambulance industry. Doug answered his first ambulance call in 1978 and has been involved in EMS ever since. Doug became an EMT at age 16, and worked as an EMS provider in numerous volunteer and paid systems over the decades.
Stephen R. Wirth

Steve Wirth is one of the best-known EMS attorneys and consultants in the United States. In a distinguished four-decade public safety career, Steve has worked in virtually every facet of EMS – as first responder, firefighter, EMT, paramedic, flight paramedic, EMS instructor, fire officer, and EMS executive. He was one of central Pennsylvania’s first paramedics.

Ryan S. Stark

Ryan Stark is a Managing Partner with Page, Wolfberg & Wirth, and is the firm’s resident “HIPAA guru.” He counsels clients on labor relations, privacy, security, reimbursement and other compliance matters affecting the ambulance industry.
Ryan started in the healthcare field as a freshman in college, where he worked for a local hospital and a retail pharmacy. After college, he decided to become a lawyer, hoping to guide healthcare providers through the demanding legal issues they face. He has been with PWW since 2007, fulfilling that ambition.
Christie M. Mellott

Christie Mellott is Of Counsel to Page, Wolfberg & Wirth, and is the firm's resident "Medicare Provider Enrollment guru." She joined the firm shortly after it began in 2000. She counsels clients on Medicare Provider Enrollment, employment and volunteer personnel issues, corporate, tax exemption, contracting, intellectual property, workplace safety, HIPAA, regulatory compliance, administrative law issues, compliance matters and a variety of other issues affecting the EMS and public safety industries.
Matthew Konya

Matthew Konya is an associate attorney with the National EMS Law Firm of Page, Wolfberg & Wirth, LLC. The firm represents ambulance services, municipalities, fire departments, hospitals and other EMS industry organizations on a wide range of issues.
Matthew joined Page, Wolfberg & Wirth in 2017 following his graduation from law school. At PWW, Matthew works with the firm’s clients on a wide range of legal issues that affect the EMS industry. Matthew is licensed to practice law in Pennsylvania.
Lisa W. Bernhard

Lisa is the Chief Administrative Officer for Page, Wolfberg & Wirth, LLC. A Certified Public Accountant (CPA), Lisa has been involved in accounting and tax matters for over 30 years. She began her career as an auditor with KMG-Main Hurdman (now KPMG LLP) in 1982.
Steven M. Johnson
Director of Reimbursement Consulting
Steve began his career in the EMS industry in 1985, gaining valuable experience while serving as an EMT and later as Director of a municipal ambulance service in Minnesota. As an ambulance service manager, Steve established his expertise in areas of operations, billing and administration.
Steve also has significant EMS educational experience. He established and served as Training Coordinator and Lead Instructor for a State Certified EMS Training Institution for EMTs and First Responders.
James O. Page - August 7, 1936 - September 4, 2004

Jim Page is considered one of the founding fathers of modern day emergency medical services. He devoted his entire life to serving others and was truly the “conscience” of EMS nationwide – never hesitating to call out mediocrity when he saw it, setting an example of service for all of us to follow. Jim’s legacy of excellence in patient care and public service carries on after his death, through the hundreds of books, articles, magazines, and videos that he produced and, most importantly, through the literally thousands of lives that he touched and mentored into the EMS leaders of today.
